I don't think anyone in particular sets out to map a celebrity in detail first in terms of their physical appearance - the better fakers take their time to match skin tone, hair, light direction etc and the more obvious attributes of a celeb (it helps if they have been exposed in a movie or such obviously) - many just do this stuff for a bit of fun and don't take it too seriously. I have come across the odd (sometimes very odd) dude who wanted exact measurements so that they could model the celeb in Lightwave or Softimage etc - then they have an actual, 3D animated character that looks like the real celeb but that's getting a bit too freaky for me.
